This letter from the Chamber of Commerce will be seen from 2857 Jan 24.
The representations of the Chamber of Commerce regarding the blockade are justified in so far as the native trade with foreign countries is concerned.
I think I should be very briefly acknowledged stating that the question concerns Carnarvon's serious attention.
The principal difficulty appears to be the understanding of the Duties when the native junks frequently visit Hongkong without properly placing the authorities on record.
